I found another GIS tool that has very limited information on codes and permits that are registered under the UST site (https://maps.kcmo.org/apps/parcelviewer/). There was some inforamtion about the fees and inspection that were completed by both the convenience store and gas station. I also found some information related to the excavation and environmental sampling that was done on the site.
